Procedures

Use the table below to process a Social Security Administration, Low Income Subsidy (LIS) referred application that is screening eligible, has Medicare, and the citizenship question is unanswered.

Does the SOLQI say the customer is a citizen?

  • If YES, answer the question “Is <customer> a U.S. citizen?” as “Yes” and skip to step 3.

  • If NO, answer the question “Is <customer> a U.S. citizen?” as “No” and continue to step 2.

On the next page, enter the customer’s immigration status as “Lawful Permanent Resident” and click “next”.

Go to the verification status screen. Did the hubs verify the customers citizen or qualified noncitizen status?

  • If YES, continue to process the case.

  • If NO, continue to step 4.

Is there proof of the customer’s qualified noncitizen status in the case file?

  • If YES, enter the information needed on the immigration status page and process as normal.

  • If NO, contact the customer to get the information needed to verify the factor. If you still do not have proof, continue to step 5.

Are there any other eligibility factors pending?

  • If YES, send a Request for Information for proof of the qualified noncitizen status with the other pending factors. If proof of the noncitizen status is not provided and the customer is otherwise eligible, the case may be conditionally approved.

  • If NO, approve the case with a conditional approval.
