Procedures

When a customer reports a change in their marital status, follow the steps below:

1) Marital status change (Acute)

Is the marital status change due to the death of a spouse?

Search for the customer’s most recent HEAplus application. Is the case currently assigned to another worker?

  • If YES, STOP. Email the worker with the marital status change and enter case notes. CC the worker’s supervisor.

  • If NO, continue to step 3.

Is there an open application?

  • If YES, Skip to step 7.

  • If NO, create the Report a Change (RAC). Continue to step 4.

Did someone move out of the household due to a separation or divorce?

  • If YES, Select the RAC “Remove Persons” and “Moved Out”, then check the box next to the person who moved out of the household. Continue to step 5.

  • If NO, skip to step 6.

Is the main contact for the household the person who moved out?

  • If YES, create a new main contact for the household and skip to step 7.

  • If NO, skip to step 7.

Did a person move into the household due to a new marriage?

  • If YES, select the RAC “Add Persons” when the marital status change resulted in a person moving into the household.

  • If NO, enter “Other Change” when the marital status changed but no one has left or moved into the household. Edit the person details to update the marital status.

Go to the person details page and update the customer’s marital status.

Go to the “Household Details” battery, click on “Household Members” and Member information to update the information.

Review all application batteries and update as needed.

NOTE     Check for common changes with marital status such as address, health insurance, alimony, child support, income, and deductions.

Do you have all the proof needed to process the change?

  • If YES, process the change and make sure the decision letter is correct.

  • If NO, request the proof and continue to process the case.

 

2) Marital status change (ALTCS)

Follow these steps when a customer gives proof of legal marriage or divorce.

Is the marital status change due to the death of a spouse?

Is there an open application for the customer?

  • If YES, continue to step 3.

  • If NO, create the Report a Change (RAC) for the month of the change. Select one of the following options for the RAC.

    • Change in budget unit when the marital status adds or removes a budget group member.

    • All Other Changes when the marital status does not add or remove someone from the budget group.

Go to the Budget Group Details battery. Open the customer's person details page. Update the customer's marital status.

Did a customer who was holding out as married provide proof of marriage for a spouse?

  • If YES, STOP. Update changes including spouse’s income, resources, and any exclusions for transfers to the spouse. If the customer has a share of cost, check for spousal deductions. Process the case.

  • If NO, continue to step 5.

Are you removing a person because the customer is divorced?

  • If YES, go to the “Who is applying” and "Budget Group" batteries and remove the customer's ex-spouse from the budget group. Continue to step 6.

  • If NO, continue to step 6.

Run calc and check the verification status screen.

Review all application batteries and update as needed.

NOTE     Check for common changes with marital status such as address, health insurance, resources, exclusions, income, and expenses. If the customer has a trust, check for any changes in treatment, income, or deductions.

Request for your supervisor to submit an AVS ad hoc request and run the Hub Checks as applicable.

Do you have all the proof needed to process the change?

  • If YES, STOP. Process the change and make sure the decision letter is correct.

  • If NO, send an RFI asking for proof. Continue to step 10.
