Procedures

Use the steps below when a customer’s citizenship cannot be verified through the Federal or State data hubs AND there is no proof uploaded in HEAplus.

Check PMMIS or WAVES to see if the customer has current or previous eligibility.

  • If YES, continue to step 2.

  •  If NO, STOP. Send an RFI asking for proof of citizenship and any other pending eligibility factors.

Go to the RP145 screen in PMMIS or the “Eligibility” tab in WAVES.

Did the customer ever have eligibility in key codes 440, 445, 447, 450, or 455?

  • If YES, stop. The customer is a US citizen. Verify the citizenship eligibility factor in HEAplus.

  • If No, continue to step 3

Go to the RP135 screen in PMMIS or on the “Demographic” tab in WAVES and check the citizenship code.

Is the code in the “Citizen” field “US”?

  • If NO, STOP. Send an RFI asking for proof of citizenship and any other pending eligibility factors.

  • If YES, go to step 4.

Is the code in the “Citizen Src” field IH, or SX?

  • If YES, STOP. The customer’s US citizenship has previously been verified. Verify the citizenship eligibility factor in HEAplus.

  • If NO, go to step 5.

When the code in the “Citizen Src” field is AZ, AS or AK, the factor was marked as verified by DES or AHCCCS during a previous eligibility decision. Check the case file for the proof used.

  • When the source code is “AZ” the proof should be in OnBase.

  • When the source code is “AS’ or “AK” the proof should be in EDMS.

Is the proof in OnBase or EDMS?

  • If YES, the customer is a US citizen. Verify the citizenship eligibility factor in HEAplus.

  • If NO, send an RFI asking for proof of citizenship and any other pending eligibility factors.

NOTE     When you do not have access to the document management system that should contain the proof, submit a policy clarification request and ask for assistance.
