A Verifying Adoption Subsidy and Foster Care Income

Procedures

HEAplus is programmed to recognize Title IV-E Adoption subsidy and Title IV-E Foster Care income, and in most cases verification factors will set correctly. However, duplicated income records or the income type being reported incorrectly may need additional verification to be requested.

Use the table below to see if additional information may be used for an application that is pending for proof of income:

Is the Adoption Subsidy or Foster care payment being reported as title IV-E? 

  • If YES, continue to step 2. 

  • If NO, send a Request for Information (RFI) and continue to step 5.

Once the income is entered into HEA and the Run Calc has been completed, did HEA set the income as verified? 

  • If YES, STOP. The income is verified. 

  • If NO, continue to Step 3.

Go to screen RP145 in PMMIS. Is one of the following Key codes (085, 260, 270, 305) showing with no end date and one the following apply:

  1. The customer is NOT receiving or applying for ALTCS or FTW-ALTCS or is only receiving ALTCS Acute Care.

  2. The customer is NOT receiving or applying for SSI MAO and/or MSP. 

  • If YES, STOP. The Adoption Subsidy or Foster care income is Title IV-E and is excluded. 

    • Key the reported income amount and verify the income. 

    • Make a case note that the title IV-E income was verified using the client statement and PMMIS.

  • If NO to both, continue to step 4.

Send an RFI requesting proof of the income type and amount.

NOTE     If the payment is from Arizona, the guardian can go to the DCS Guardian Portal (https://guardian.dynamics365portals.us/) to get the income information.

Was the proof received? 

  • If YES, continue to Step 6.

  • If NO, continue to step 7.

Did the proof show BOTH the income type and amount? 

  • If YES, STOP. Use MA606 A (Adoption Subsidy) or Y (Foster Care) to determine how the income should be counted.  

  • If NO, continue to Step 7.

Did the proof only show the income amount and not the type AND the PMMIS screen RP145 shows one of the following Key codes: 085, 260, 270, 305 with no end date? 

  • If YES, STOP. The Adoption Subsidy or Foster care income is Title IV-E, 

    • Key the reported income amount and verify the income. 

    • Make a case note that the income was verified using the proof of amount and PMMIS.  

  • If NO, continue to Step 8.

Complete Section One (I) of the DE-244.

Send a PCR with the following information:

  • The completed DE-244 form

  • Documentation (if any) that was provided
