Procedures

If the customer asks what he or she can do to become eligible, review the rebuttal options. Do not recommend ways for the customer to qualify. 

For example, do not tell the customer that he or she would qualify if the transferred item were returned or fair value were received, especially if this could put the customer over the income or resource limit.
