Procedure

Follow the procedures below to screen for and process other AHCCCS eligibility when ALTCS eligibility is being denied or discontinued.

1) Screening for Other Medical Assistance (MA) Benefits

Follow the steps below to determine if an ALTCS-ineligible customer is potentially eligible for SSI MAO, MSP, FTW, or other MA benefits:

Did HEAplus screen for SSI MAO, FTW, or MSP on the disposition screen?

  • If YES, continue to step 2.

  • If NO, STOP. No further action is needed.

Is the customer screening for SSI-MAO or FTW, but does not have a disability verified by SOLQI??

  • If YES, STOP. Email the MA-SP team at SSIMAO@azahcccs.gov with the customer’s name, HEAplus PID, and HEAplus Application ID, so that a DDSA can be completed.

  • If NO, continue to step 3.

If the customer provided all information requested, but is ineligible for SSI MAO, MSP and FTW, would the customer like to continue an application for Acute Services?

  • If YES, Email the MA-SP team at SSIMAO@azahcccs.gov with the customer’s name, HEAplus PID, and HEAplus Application ID.

  • If NO, continue to step 4.

Process the eligibility for the programs screened as potentially eligible.

NOTE     See the procedures in sections 2 and 3 below for details on handling applicants with active acute eligibility or when denying ALTCS for “Missed Appointment”

 

2) Processing Active FTW, SSI-MAO and MSP when denying ALTCS

Use the steps below to correctly disposition customers’ ongoing eligibility in other programs when denying ALTCS:

Did the customer miss the financial appointment?

  • If YES, STOP. As information was not collected for financial eligibility, there should be no changes reported to impact these programs. Process the SSI MAO, FTW, or MSP using “Application Taken in Error” as the disposition reason.

  • If NO, continue to step 2.

When the ALTCS denial is for voluntary withdrawal, determine whether the customer wants to withdraw from ALTCS only or from the other program as well. Does the customer want to withdraw the ALTCS application AND from SSI MAO, FTW, or MSP?

  • If YES, STOP. Process the affected programs with the appropriate voluntary withdrawal reason.

  • If NO, continue to step 3.

Is the information provided on the current ALTCS application different than the information on the most recent SSI MAO, FTW, or MSP application?

  • If YES, Continue to step 4.

  • If NO, STOP. Use “Application Taken in Error” as the disposition reason for the current eligibility for SSI MAO, FTW, or MSP as applicable.

Review verification factors and send an RFI for any pending factors if needed.

Did the customer provide all proof needed to redetermine eligibility?

  • If YES, redetermine the customer’s eligibility active eligibility using the current information provided.

  • If NO, discontinue eligibility for failure to provide the required proof.

 

3) Processing Potential Eligibility for SSI MAO, MSP, or FTW When Denying ALTCS for Missed Appointment

When denying ALTCS for “Missed Appointment”, take the following steps for customers who are not currently receiving, but screen potentially eligible for SSI MAO, FTW, or MSP.

View the “Registration Information” screen under the “Who is applying for ALTCS” battery to see if the customer has been informed of how their information will be used.

NOTE     When the request for application for ALTCS benefits is submitted by someone who is NOT authorized to apply for the customer this box should not be checked. See MA1301A.2 for a list of people who can apply and sign on behalf of a customer.

Using the best available information, answer the questions in all of the following batteries in the application flow:

  • All Budget Unit (address);

  • AZ Residency;

  • SSN and Citizenship;

  • Student Battery;

  • Resource batteries – you have to at least answer “Yes” or “No” to the resource questions- the worker can always go back to change this information if needed;

  • Income battery; and

  • Declarations battery.

Is the box in Step One checked?

  • If YES, run a HUB check.

  • If NO, do not run a HUB check.

NOTE     Do not check that box in step one without informing the customer, representative, or responsible relative of how their information will be used.

Are there any factors that need verification?

  • If YES, generate an RFI for the pending factors and continue to step 5.

  • If NO, STOP. Disposition the eligibility for the programs with the appropriate reasons.

Was the information provided by the due date?

  • If YES, determine eligibility for all programs using the appropriate disposition reasons.

  • If NO, deny ALTCS for “missed appointment” and deny SSI MAO, FTW and MSP for the appropriate reason.
