Procedures

Use the table below to determine if a customer meets the conditions for DAC, DWW, or Pickle.

Is there a current SOLQI in HEAplus?

  • If YES, continue to step 2

  •  If NO, request a new SOLQI using the re-run HUB check button on the Verification Status screen. Continue to step 2.

Check to make sure the demographics match by viewing the Verification section of the SOLQI. A “V” indicates that the name and date of birth match. “SSN is Verified” indicates the SSN is correct.
Is the information correct?

  • If YES, continue to step 3

  • If NO, refer to the SOLQI interpretive guide to determine the code indicated in the Verification section, correct the information and re-run the HUB.

Does the Title XVI section of the SOLQI show that the customer had SSI Cash in the past?

  • If YES, continue to step 4

  • If NO, STOP. You cannot use the SOLQI to determine whether the customer meets the conditions for DAC, DWW or Pickle.

NOTE     When a customer says they had SSI Cash in the past that is not showing on the SOLQI, submit a PCR through PATS to verify the customer’s prior receipt of SSI Cash.

Does the Title XVI payment status code show N01, 01 or T31?

  • If YES, continue to step 5

  • If NO STOP. The customer does not meet the conditions for DAC, DWW or Pickle.

Use the Title XVI payment date to determine the date that the SSI Cash payments ended.

  • If the payment status code is N01, the payment stopped 1 month prior to the payment date shown on the SOLQI.

  • If the payment status code is E01, the payment stopped the month of the payment date shown on the SOLQI.

  • If the payment status code is T31, the payment stopped 13 months prior to the payment date shown on the SOLQI.

Compare the date from step 5 to the date the customer’s Title II benefits began. Is the customer’s Title II entitlement date earlier than the SSI Cash end date that was determined in step 5?

  • If YES, there is concurrency and the customer qualifies for a Pickle disregard.

  • If NO, continue to step 7.

Does the customer’s Title II claim number have a Beneficiary Identification Code (BIC) AND the customer is between the age of 50 to 64?

  • If YES, the customer qualifies for DWW

  • If NO, the customer does not qualify for DWW. Continue to step 8 to see if the customer qualifies for DAC.

Does the customer’s Title II claim number have a Beneficiary Identification Code (BIC) of C?

  • If YES, the customer qualifies for DAC

  • If NO, the customer does not qualify for DAC. The customer does not qualify for an income disregard for DAC, DWW or Pickle.
